In a large skillet over medium heat, add the olive oil and sauté onion and garlic until softened.
Add the bell peppers, black beans, kidney beans, diced tomatoes, chili powder, cumin, smoked paprika, oregano, salt, and pepper. Cook for 10-12 minutes, stirring occasionally.
Warm the tortillas in a microwave or in a dry skillet over medium heat for 20-30 seconds.
Place a scoop of rice on each tortilla, followed by a scoop of the chile mixture. Top with avocado slices and chopped cilantro.
Fold the bottom of the tortilla up over the filling, then fold in the sides and roll up tightly.
Serve with additional cilantro and avocado slices or guacamole, vegan cheese and vegan sour cream, if desired. Enjoy your vegan chile burritos!
